When wrapping an object (e.g., a beer bottle) in a wet cloth and leaving it to dry, the bottle will be cooled down due to the evaporation of the water. The chart on the left gives the theoretical temperature that the bottle is supposed to reach depending on the temperature of the air and the relative humidity. It does not take into account direct exposure to the heat of the sun (which increases the temperature), nor the wind (which probably affects only the speed at which the cooling occurs, not the final temperature).
The formula used gives the wet bulb temperature based on the dry bulb temperature (i.e., the temperature of the air) and the relative humidity. “Wet” and “dry” bulbs refer to the two bulbs of a psychrometer
